Engineering Division, Stephen Myrter, Director
The Engineering Division of the Public Works Department handles tree permits, encroachment permits (sidwalk, curb, driveway work), fence permits, excavation and grading permits, storm drain permits and wells.
This Division is also responsible for management of all capital improvement projects such as streets, storm drains, Town buildings and property, emergency responses, and the sidewalk repair program. Division staff approves and monitors any work within 15' of any creek or stream.
Measure G Streets and Drains
In 1995, citizens approved a bond measure in the amount of $10.8 million to improve our streets, drains, and the Town library. Each year the Town Council adopts a capital improvement program outlining the Town’s proposed construction projects. The Measure G funds are fully expended now, but the Town Council has allocated $400,000 per year from the General Fund to go toward paving and drainage maintenance. In addition, road impact fees, dedicated to street paving, are collected on construction projects and from refuse trucks, in the amount of approximately $200,000 per year.
Sidewalk Repair Program
In accordance with the provisions of Sections 5610 through 5618 of the California Streets and Highways Code, the maintenance of the sidewalk adjacent to the property is the responsibility of the property owner. Sidewalk maintenance is not only important to protect you against liability for injuries, but also to the appearance and value of your property.
There are two options available to the property owner for repair of sidewalks.
Option 1. You may make arrangements to have the work done either by yourself as the property owner or by a private, licensed contractor and pay him/her directly. You or your contractor must obtain an Encroachment Permit from the Building Division.
Option 2. The Town’s contractor will make the repairs and the Town will bill you when the work has been completed.
Tree Permits
A permit is required to remove or significantly prune any street tree, heritage tree, and any tree on undeveloped land. Residents are responsible for street trees maintenance.
A heritage tree is defined as a tree which has a trunk with a diameter at breast height [four and one-half (4.5') feet of twenty-two inches (22")]. Significant pruning is defined as, and limited to, removal of more than 50% of the tree foliage. An arborist’s report and photograph of the tree(s) are required prior to this application being completed. NOTE: Acacia, Buckeye, Eucalyptus, Plum, Privet and Monterey Pine trees are considered nuisance trees and do not require a permit to remove, except on undeveloped land.
Encroachment Permits
Authorization is needed for any work that is to be performed within the public right-of-way. This may include work outside the property line such as a driveway, sidewalk, curb & gutter, fence, drainage, or grading. A Revocable Encroachment Permit is required for any structure such as a retaining wall or parking deck that is proposed to be constructed outside the property line in the public right-of-way.
Fence Permits
A fence permit is required if any fence, trellis, or gateway that is taller than 3' is proposed to be constructed within 20' of the front property line. Note that this is not automatically the edge of curb as the public right-of-way usually extends about 5'-10' beyond the face of the curb. A sketch is usually required as part of the permit application to show how the fence is to be constructed and where it is located relative to the edge of street, driveway, and property lines. In order to preserve safe sight-lines for vehicles entering and exiting a driveway, no fence may be taller than 3' within a zone of 15' back from the edge of the street and 15' adjacent to the driveway. An electric gate requires an Electrical Permit and approval from the fire department.
Grading Permits
A permit is required for any extensive grading or excavation.

Bicycle Master Plan
The 2008 San Anselmo Bicycle Master Plan update provides for a town-wide network of bicycle paths, lanes and routes, along with bicycle-related programs and support facilities, intended to ensure bicycling becomes a viable transportation option for people who live, work and recreate in San Anselmo. Current bikeway network information was gathered from meetings with the San Anselmo Bicycle/Pedestrian Advisory Committee (BPAC) and Town staff, combined with information on proposed routes from the previously adopted Town of San Anselmo Bicycle Master Plan (2001). Relevant bikeway information was also gathered from the Marin County Unincorporated Area Bicycle and Pedestrian Master Plan (2001).The purpose of this Bicycle Master Plan is to improve bicycle transportation in San Anselmo by meeting the requirements of the California Bicycle-Transportation Act.
